Defeating terrorism

In a hand-wringing display typical of a certain type of bleeding-heart toff Max Hastings, writing about the Stevens Enquiry in the Telegraph, says:

The answer to terrorists, whether in the guise of the IRA or al-Qaeda, can never lie in seeking their destruction through emulation.
So what is the fucking answer then? A bit more hand-wringing maybe? A bit more fudge? It is precisely the failure of the government to pursue an effective counter-terrorist strategy that got us into this situation in the first place.

Anyway, I don't know. Bombing the crap out of Osama and his supporters doesn't seem to have done the US any harm. Who knows, maybe they're onto something.
